Raymond Onuoha was until recently a Technology Policy Fellow at the Lagos Business School (LBS) Nigeria, where his research and teaching focused on the institutional and policy challenges in the evolution of the digital economy and technology innovation in developing countries, with a specialization on Africa. His research expertise covers the domain areas of digital transformation and innovation, digital business models, Internet governance and standardization, E-governance, telecommunications and artificial intelligence policy. He also works as a Research Consultant with global ICT policy and regulation think- tanks – Research ICT Africa (RIA), South Africa, IT4Change (India), and The Portulans Institute (Washington D.C., USA) - conducting multidisciplinary research on digital governance, policy and regulation and the facilitation of evidence-base to inform policymaking for improved access, use and application of digital technologies for social and economic development in Africa. Raymond was a Doctoral Fellow of the IDRC Award (2018), which aims to build emerging leaders in communications policy in the Global South, and a Young Scholar Fellow for the Communications Policy Research South Conference, which took place in Mozambique in 2018. The prestigious fellowship was for the completion of his Doctoral Studies at the Nelson Mandela School of Public Governance (NMSPG), University of Cape Town (UCT), South Africa, where his thesis interrogated the regulation of complex adaptive digital systems - optimizing competition and consumer welfare outcomes in developing digital markets for access and inclusion.
